Grants Hotline offers a biweekly issue called Grants for K-12 providing up-to-the-minute grants and funding information.

RE: Federal financial aid for distance education students
Michael Goldstein and Ken Salomon of Dow, Lohnes & Albertson prepared a brief that outlines some of the federal rules for financial aid disbursement. According to the brief, Congress has mandated that students enrolled in courses delivered through the use of telecommunications be treated the same as students in conventional courses when it comes to the awarding of federal student financial assistance. For more detail on the specific language of Sec. 484(m) of the amended Higher Education Act consult the Dow, Lohnes & Albertson website at http://www.dlalaw.com. Some major points are as follows:

1. A student enrolled in a telecommunications-based course at an eligible institution of higher education is entitled to full student aid.

2. Telecommunications means the use of television, audio, or computer transmission, including open broadcast, closed circuit, cable, microwave, or satellite, audio conferencing, computer conferencing, or videocassettes.

3. An eligible institution of higher education is an institution that offers a total of less than fifty percent of their courses through telecommunications and correspondence study.

4. Federal aid may be adjusted if the delivery method results in a substantially reduced cost of attendance to such student.
